Best Answer: JC Higgins was built by Elgin pre WW2, then by Huffy (Huffman Bicycle Company) afterwards. Unfortunately, there is no real rhyme or reason to the serial numbers as a year identifier, so you'll have to go by pictures and components. From the looks of the number it is a Huffy. Should be a 1938 Columbia built Elgin. The serial # indicates that it was built towards the ind of 38. I think the bike looks great. I would just go through the mechanics and ride it.
